What is EU ErP Lot 7?
Europe's Environmental Regulation: ErP Directive (Ecodesign Directive)
ErP (Energy related products) literally means (energy-related Products) and refers to Products that use energy, or Products that do not directly use energy but have an indirect impact on energy consumption, such as water-using devices, building insulation Products, and windows.
In comparison, EuP (Energy using products) refers to Products that depend on energy input (such as electricity). All ErP and EuP must comply with energy efficiency requirements. This regulation is known as the ErP Directive.
Background
Originally, Europe had the EuP Directive, but in November 2009 it was replaced by the new Energy-related Products Directive (ErP Directive), 2009/125/EC.
The former directive for energy-using Products applied only to Products that consume energy, such as computers and washing machines.
The new ErP Directive (Ecodesign Directive) covers not only the Products subject to the old directive, but also Products related to energy that do not directly consume it, such as water-saving taps and shower heads.
Under this directive, EU regulatory authorities established a framework for specific implementing measures that impact a wide range of directives. The aim of this framework is to reduce energy consumption throughout the supply chain, from the design stage to production, transportation, and packaging.
Products that comply with this directive can be easily identified by the CE mark affixed to them. In this case, the CE mark covers both safety and energy efficiency requirements of the Products.
Applicable Products are categorized by Lot number, and external power supplies such as AC/DC Power Adapter fall under Lot 7.
Lot 7 (External Power Supply) Requirements

Regarding no-load power consumption and average active efficiency
No-load power consumption shall not exceed 0.50 W. The average active efficiency shall not be less than the following values:
PO < 1.0 W: 0.500 · PO
1.0 W ≦ PO ≦ 51.0 W: 0.090 · ln(PO) + 0.500
PO > 51.0 W: 0.850
No-load power consumption shall not exceed the following limits:
