In India, a policy called Digital India is being promoted, and digital transformation is progressing; recently, there was an announcement regarding QR codes from BIS (Bureau of Indian Standard).

Notice from BIS India Certification Authority
According to BIS (Bureau of Indian Standards), as of 2019/1/8, for applications such as Fresh, Inclusion, and Renewal, paper-based certificates with examiner signatures will no longer be issued. Instead, QR codes will be used.
A QR code will be placed at the top right corner of the certificate (see the example below). When scanned using a smartphone or similar device, the certificate information will be displayed.
