Series "PSE" Part 3 "Technical Standards"
AC/DC Power Adapter and switching power supplies, what is "PSE"? This is the third installment of a series that explains it again in an easy-to-understand way. This time, we will discuss the technical standards of PSE.
What is the Electrical Appliance and Material Safety Act (PSE)? Explained Again
About PSE Technical Standards
In Part 1, "What is PSE?" and Part 2, "About Electrical Appliances," we have explained PSE.
Please refer to the links below for our past email newsletters.
In this third installment of the series, we will explain the "Technical Standards."
One of the obligations imposed on manufacturers and importers of electrical appliances is the "Obligation to Conform to Technical Standards (Article 8, Paragraph 1)." The details are stipulated in the "Interpretation of the Ministerial Ordinance Specifying Technical Standards for Electrical Appliances and Materials (July 1, 2013, 20130605 Commercial Affairs Bureau No. 3) (Revised: August 2, 2021, 20210802 Industrial Safety and Inspection Department No. 4)."
Interpretation of the Ministerial Ordinance Specifying Technical Standards for Electrical Appliances and Materials
| PSE Appendix | Description |
|---|---|
Appendix 1: Electric wires and heating wires Appendix 2: Conduits, floor ducts, trunking, and their accessories Appendix 3: Fuses Appendix 4: Wiring devices Appendix 5: Current limiters Appendix 6: Small single-phase transformers and ballasts for discharge lamps Appendix 7: Small AC motors Appendix 8: Replacement electrical machinery and portable generators Appendix 9: Lithium-ion storage batteries Appendix 10: Noise strength Appendix 11: Maximum operating temperature limits for insulating materials used in electrical appliances | Specifies the technical requirements that must be satisfied under the ministerial ordinance defining technical standards for electrical appliances and materials. → "Japan-specific standards" (Formerly: Technical Standards Ministerial Ordinance Article 1) |
| Appendix 12: Standards harmonized with international standards | Standards harmonized with international standards. → Primarily based on JIS standards harmonized with IEC standards (Formerly: Technical Standards Ministerial Ordinance Article 2) |
Appendices 1 through 11 are standards uniquely established by Japan, while Appendix 12 is based on international standards.
Our AC/DC Power Adapter products:
- Appendices 8 and 10 ← Apply Japan-specific technical standards (Formerly: Technical Standards Ministerial Ordinance Article 1)
- Appendix 12 ← Apply technical standards harmonized with international standards (Formerly: Technical Standards Ministerial Ordinance Article 2)
For both cases, it is possible to obtain a Certificate of Conformity Equivalence.
An example of a Certificate of Conformity Equivalence is shown below.

Certificate applying Appendices 8 and 10

Certificate applying Appendix 12

There is no problem selling products in Japan under either the technical standards of Appendices 8 and 10 (Japan-specific technical standards) or Appendix 12 (technical standards harmonized with international standards). You may choose according to your application and equipment specifications.
There are differences between Appendix 8 (Japan-specific standards) and Appendix 12 (international standards) in requirements such as creepage distance, clearance, and insulation distance on circuit boards. Appendix 8 tends to be more stringent than Appendix 12. In addition, Appendix 8 imposes certain restrictions (standards) on DC plugs used for output connectors. Therefore, if requirements change during the development of an AC/DC Power Adapter and the applicable technical standards must be changed, it is often difficult to accommodate such changes. Please take this into consideration.
Inspection fees and the number of days required to obtain a Certificate of Conformity Equivalence also differ depending on the applicable standard. For specific projects, please consult our sales department.
