About Safety Standards
What is PSE?
PSE refers to the Electrical Appliance and Material Safety Act. Did you know that there are two types of conformance standards (technical criteria) under this act?
"Annex Table 8 1, 2 (102)" and "Annex Table 10 Chapter 5" apply to standalone AC adapters as DC power supplies. In contrast, "Annex Table Item 12 (J6xxxx)" contains the required conformance standard numbers (J-6xxxx-x) based on the intended use or purpose of the equipment the customer uses. Under the Electrical Appliance and Material Safety Act, it is required to take appropriate actions depending on the use and purpose.
What is a CB REPORT?
CB REPORT refers to a test conformance certificate that meets the technical criteria designated under the CB Scheme (IEC system for conformity testing and certification of electrical equipment safety standards).
Typically, AC adapters often acquire CB reports for "IEC60950 (information technology equipment)" or "IEC60065 (AV equipment)", but recently, due to diversification of purposes and applications of equipment, "IEC61558 (general appliances)", "IEC61347 (LED)", or "IEC60601 (medical)" may also be required.
*Currently, "IEC60950 (information technology equipment)" and "IEC60065 (AV equipment)" have been integrated into "IEC62368-1 (information and AV equipment)". What is IEC62368-1?
When expanding into international markets and safety standard acquisition is required, in countries that adopt the CB Scheme, utilizing the CB REPORT allows items evaluated under the IEC system (international technical criteria) to be exempt from technical testing. This means evaluation can be simplified to only local technical requirements in the target country. In addition, if safety regulation evaluation is required for the set equipment used by customers, the bundled AC adapter is already evaluated for power aspects and thus may be exempted from technical testing.
Other Requirements Besides Safety Standards
In addition to safety standards, there are other related safety regulations and requirements that may apply.
Only some are introduced here, but in recent years, conformity with "energy regulations" (power efficiency standards) has become necessary. Are you thinking lightly that “as long as the safety standard is acquired, it should be fine” when considering product expansion into international markets?
In fact, more countries are now enforcing new legal energy-saving regulations. These regulations target devices such as AC adapters and other specified equipment.
For example, in North America, many believe that having the "UL mark for safety standards" is sufficient, but that is actually not the case.
In the U.S., there is a regulation called "DOE", and in Canada, "NRCAN". These are separate from safety standards and require additional compliance, so please be careful.
