Introduction to Safety Certifications

What is PSE?

PSE refers to the Electrical Appliance and Material Safety Act. Did you know that there are two types of conformity standards (technical requirements) under this law?

"Appendix 8 1, 2 (102) and Appendix 10 Chapter 5" apply to AC/DC Power Adapter as standalone DC power supply units. In contrast, [Appendix 12 (J6xxxx)] corresponds to the required conformity standard number (J-6xxxx-x) depending on the intended use and purpose of the customer’s equipment. Under the Electrical Appliance and Material Safety Act, appropriate measures must be taken according to the intended use and purpose.

What is a CB REPORT?

A CB REPORT is a test conformity report (certificate) issued after meeting the technical standards specified under the CB Scheme (IEC System for Conformity Testing and Certification of Electrical Equipment).

Generally, AC/DC Power Adapter often obtain CB REPORTs for "IEC60950 (Information Technology Equipment)" or "IEC60065 (AV Equipment)". However, in recent years, due to the diversification of equipment applications, standards such as "IEC61558 (General Household Appliances)", "IEC61347 (LED)", and "IEC60601 (Medical)" may also be required.

*Currently, "IEC60950 (Information Technology Equipment)" and "IEC60065 (AV Equipment)" have been integrated into "IEC62368-1 (Information Technology Equipment and AV Equipment)". What is IEC62368-1?

When expanding into overseas markets and obtaining safety certifications in each country is required, in countries participating in the CB Scheme, the use of a CB REPORT may exempt technical testing for items already evaluated under IEC standards (international technical standards), simplifying the process to evaluation only against the destination country's technical requirements. Additionally, if safety evaluation regulations are required for the customer’s end equipment, the bundled AC/DC Power Adapter may be exempt from technical testing since it has already been evaluated for power-related safety.

Other Requirements Besides Safety Certifications

In addition to safety certifications, other applicable safety standards and regulatory requirements may apply.

Here we introduce only a few examples, but in recent years, compliance with "energy regulations" (power efficiency requirements) may also be necessary. When considering expanding products into overseas markets, are you assuming that "as long as we obtain safety certification, that’s enough"?

In fact, more countries are legally introducing new energy-saving regulations overseas. These regulations apply to AC/DC Power Adapter and other designated equipment.

For example, in North America, many believe that having the safety certification "UL mark" is sufficient, but that is not the case.
In the United States, there are regulations known as [DOE], and in Canada, [NRCAN] regulations apply. These are separate from safety certifications and require additional compliance, so please take note.
