Shenzhen Bao’an District COVID-19 Prevention and Control Headquarters

Announcement from the Shenzhen Bao’an District COVID-19 Prevention and Control Headquarters Regarding the Orderly Resumption of Business Operations

To all enterprises in Bao’an District: In order to properly implement the “Level-1 emergency response to major and sudden public health incidents” activated by Guangdong Province, effectively prevent the spread of pneumonia caused by COVID-19, reduce further gatherings and movements of people, and guide the resumption of business operations by industry in an orderly manner within the jurisdiction, the following is announced:

(1) All enterprises resuming operations must comply with the previously announced “Four Prevention and Control Systems” and “Seven Mandatory Measures.” Depending on the size of the enterprise, a resumption request must be submitted to the district or street management headquarters, and only approved enterprises may resume operations. Those that fail the inspection must not reopen.

(2) Priority support will be given to enterprises essential to urban functions, epidemic prevention and control, citizen livelihood, core industries, and their supporting supply chains. In principle, full-scale resumption by general enterprises is not encouraged.

(3) Resumption of operations must be carried out using staff currently residing in Shenzhen. Personnel who have not yet returned to Shenzhen should not return for the time being. Those who have returned from outside should not be allowed back to work until completing the required quarantine period.

(4) Entertainment venues such as cinemas, karaoke bars, and bars, and businesses where people gather in enclosed environments, including conference and exhibition centers, must not resume operations for the time being. The food and beverage industry is limited to takeout only; dine-in services are prohibited.

(5) For the financial industry, general service sectors, R&D, and administrative departments, teleworking (working from home) is encouraged wherever possible.

(6) All enterprises in industrial parks must fulfill their responsibilities thoroughly, strictly check each employee’s health status, maintain individual records under a “one person, one file” system, and encourage staff to report their personal health status through the “iShenzhen” online platform.

Strict control over business resumption is to better protect the city of Shenzhen. We ask all companies for your understanding and support. Let us unite and cooperate to win this battle against the pandemic.
