Shenzhen Baoan District Novel Coronavirus Pneumonia Prevention and Control Headquarters
Announcement from the Shenzhen Baoan District Novel Coronavirus Pneumonia Prevention and Control Headquarters Regarding the Orderly Resumption of Business Operations
To all enterprises within Baoan District: In order to thoroughly implement the Level 1 emergency response to major public health emergencies initiated by Guangdong Province, effectively prevent the spread of novel coronavirus pneumonia, further reduce gatherings and population movement, and reasonably guide enterprises within the district to resume operations by industry category, the following announcement is hereby issued.
1. All enterprises resuming operations must comply with the previously issued "Establishment of Four Prevention and Control Systems" and "Seven Mandatory Measures." Depending on the size of the enterprise, an application for resumption must be submitted to the district or sub-district management headquarters. Only enterprises that receive approval may resume operations. Enterprises that fail to pass the review must not resume operations.
2. Priority support will be given to enterprises essential to urban functions, epidemic prevention and control, and citizens' daily lives, as well as core industries and the supply chains that support them. In principle, the full resumption of general enterprises is not encouraged.
3. Resumption of operations shall be carried out with personnel currently residing in Shenzhen. Personnel who have not yet returned to Shenzhen from other regions shall not be allowed to return for the time being. Personnel who have already returned to Shenzhen from other regions must not return to their workplace and must undergo the required quarantine period.
4. Entertainment-related businesses such as cinemas, karaoke venues, and bars, as well as conference and exhibition centers and other businesses with relatively large gatherings of people and enclosed working environments, must not resume operations for the time being. The food and beverage industry shall provide takeout services only and must not allow dine-in service.
5. The financial industry, general service industries, and personnel in research and development and administrative departments are encouraged to work remotely (from home) as much as possible.
6. All enterprises within industrial parks must strictly fulfill their primary responsibility, rigorously check and record the health status of each employee, establish a management system with "one person, one file," and urge employees to report their personal health status through the self-reporting web platform "i Shenzhen."
Strict management of the resumption of operations is to better safeguard the city of Shenzhen. We ask for the understanding and support of the broad business community, so that we may unite and work together to win the battle against the spread of infection.
