We received the following notification last night (see bottom of the page). The main points relevant to our operations are summarized as follows:
1) Government approval is mandatory for resumption.
2) Do not bring employees back to Shenzhen from outside regions. Employees who have already returned from outside regions should not come to work.
2. Our Response
We plan to resume work starting from the day after we receive approval.
We have already taken the following actions and are currently awaiting only the approval:
1) Submitted the required documents for resumption.
2) Identified employees eligible to return to work by confirming their travel status during the holiday period.
We sincerely apologize for not being able to provide a definite reopening date at this time.
We will inform you as soon as the date is confirmed, and we will provide an update by February 15. (Latest update: On February 18, we received approval from the government to resume operations.)
Although this is due to a natural disaster, we deeply regret the inconvenience and ask for your kind understanding.

Shenzhen Bao’an District Headquarters for the Prevention and Control of Novel Coronavirus Pneumonia
Announcement from Shenzhen Bao’an District Headquarters for the Prevention and Control of Novel Coronavirus Pneumonia Regarding the Orderly Resumption of Enterprise Operations
To all enterprises in Bao’an District: In order to effectively implement Guangdong Province’s Level 1 emergency response to major and sudden public health incidents, to prevent the spread of novel coronavirus pneumonia, to further reduce gatherings and movement of people, and to guide the resumption of enterprise operations by industry within the district, the following announcement is issued.
(1) All enterprises resuming operations must be able to comply with the "Four Prevention and Control Systems" and "Seven Guaranteed Measures" previously announced. Depending on the scale of the company, submit a resumption application to the district or subdistrict management offices. Only enterprises that receive approval may resume operations. Enterprises that fail the review must not resume operations.
(2) Priority support will be given to the resumption of operations for enterprises involved in urban functions, epidemic prevention and control, essential citizen services, and core industries along with their supporting supply chains. In principle, a full-scale resumption of general enterprise operations is not advised.
(3) The resumption of operations must use personnel currently residing in Shenzhen. Persons who have not yet returned to Shenzhen should not return for the time being. Those who have returned from outside Shenzhen should not be allowed to resume work and must be quarantined as required.
(4) Enterprises such as cinemas, karaoke bars, and other entertainment facilities, as well as venues where people gather in closed environments like conference and exhibition centers, must not resume operations for the time being. The food service industry should only offer takeout and must not allow dine-in service.
(5) The financial industry, general service industry, R&D, and administrative sectors are encouraged to adopt remote (work-from-home) operations wherever possible.
(6) All enterprises located in industrial parks must fulfill their primary responsibility by strictly conducting health checks for employees, establishing tracking records, and managing each employee with an individual file. In addition, employees should be encouraged to report their health status via the "iShenzhen" web platform.
Strict management of operation resumption is intended to better protect the city of Shenzhen. We seek your understanding and support, and let us join forces to win this battle against the spread of infection.
